Art. 63. Los asuntos se despacharán hasta donde sea posible en el orden que corresponda á su llegada á la Oficina, excepto el caso de orden superior en contrario, y es prohibido á los particulares interesarse con los empleados subalternos del Despacho para que den preferencia á sus asuntos ó sean éstos resueltos en determinado sentido.
