El Fondo Nacional de Caminos Vecinales, tendrá su domicilio en la ciudad de Santafé de Bogotá, D.C. Con sujeción a los programas y a la naturaleza de sus actividades, el Fondo reorganizará su estructura administrativa y operativa en la medida que la eficacia de los servicios lo requiera. En todo caso se dará prioridad en la reorganización de sus unidades regionales en aquellos entes territoriales cuya red vial terciaria no haya sido aún transferida y sus dependencias hubieren sido cerradas antes del 5 de junio de 1995.
