Art. 4.° La fuerza a cargo de la Union se formará con individuos voluntarios, que dando el Poder Ejecutivo autorizado para hacer al efecto los gastos precisos ; pero si este medio fuere insuficiente, empleará el Poder Ejecutivo el de que habla la 2.ª parte del parágrafo 1.° del artículo 26 de la Constitución.
