° El Instituto Nacional de Fomento Municipal confeccionará, previa consulta con los Intendentes y Comisarios, los planes de obras de fomento municipal y servicio público de sus respectivos territorios, y procederá a su ejecución una vez aprobados por el Gobierno Nacional. Artículo 3° Cuando los Gobernadores no presenten los planes de obras de fomento municipal y de servicio público dentro del termino fijado en el Artículo 1° del Decreto dejativo número 1404 de 1955, el Instituto Nacional de Fomento municipal los confeccionará y someterá a la aprobación del Gobierno Nacional.
