Las entidades a que se refiere el presente Titulo no podrán celebrar ninguna operación de crédito Interno cuando el servicio total de la deuda pública respectiva represente en la correspondiente vigencia fiscal una suma superior al treinta por ciento (30%) de sus rentas ordinarias incluyendo el nueva empréstito. Para los efectos de este artículo, no se consideran rentas ordinarias las provenientes del situado fiscal, ni las transferencias para educación y prestaciones sociales a que se refiere la Ley 43 de 1975.
