El Poder Ejecutivo podrá declarar puerto de depósito el de Buenaventura, y dictará en este caso las providencias necesarias para que se cobren los derechos de importación sobre las mercancías que se internen.

Parágrafo

Se autoriza al Poder Ejecutivo para fijar los derechos de muelle, faro y cualesquiera otros; pero éstos no serán efectivos sino mediante la aprobación del Congreso.
