Art. 18° El día de la fiesta nacional de un país que tenga representación diplomática en Colombia, el Edecán del Presidente de la Republica, en nombre de este Magistrado, hará una visita de felicitación al Representante extranjero; el Ministro de Relaciones Exteriores, en persona, se trasladará á la casa de la Legación, con el objeto de presentarle sus cumplimientos al Ministro extranjero.
