Para ascender al grado de Coronel o Capitán de Navío cuando no se tiene el título de Oficial de Estado Mayor, se requiere, además de las condiciones establecidas en este Estatuto, presentar, sustentar y aprobar una tesis cuyo tema será impuesto por el Comando General de las Fuerzas Militares.
