El Gobierno nacional y los Gobiernos Locales quedan autorizados para impulsar y apoyar ante otras entidades públicas o privadas, nacionales o internacionales, la obtención de recursos económicos adicionales o complementarios a los que se autoricen apropiar en sus respectivos presupuestos para cada vigencia fiscal, destinados al objeto a que se refiere la presente ley.
