° En cada vigencia fiscal, el Ministerio de Educación incluirá forzosamente en su presupuesto la suma de veinte mil pesos ($20.000.00), con destino, al pago de los premios creados, pago que hará el mismo Ministerio a las personas que resulten vencedoras, de acuerdo con los fallos de los jurados.
