°. El artículo 23 del Decreto 2011 de 1986, quedará así: Todo proyecto de un Gasoducto Urbano desde su iniciación o la del Plan Piloto si lo hubiere, deber contar con una interventoría. Si el Ministerio de Minas y Energía no la ejerce directamente, podrá efectuarla a través de firmas especializadas en la materia debidamente registradas en el Ministerio y autorizadas por éste; los gastos ocasionados estarán a cargo del respectivo concesionario o titular del Plan Piloto. El Ministerio reglamentará los aspectos inherentes a esta interventoría.
