Art. 44. Son de cargo del Tesoro de la Nación los gastos siguientes, en el ramo de instrucción pública primaria:

o Los que ocasione el sostenimiento del personal y material de las Oficinas de Inspección general y provincial;

o Los que demanden el personal y material de las Escuelas normales de los Establecimientos anexos á ellas;

o La provisión de libros, textos, cuadros, mapas, aparatos científicos y demás útiles necesarios para la enseñanza en las diferentes Escuelas;

o Los que ocasione el aprendizaje de artes y oficios en las Escuelas normales, y

o El establecimiento de Bibliotecas en las Escuelas normales.
