El que sin permiso de la autoridad competente transporte de un lugar a otro pólvora o materias explosivas, en cantidad superior a sus necesidades o las de su industria, o sin las precauciones debidas para evitar daños a terceros, será castigado con arresto de tres a veinte días, y multa de diez a sesenta pesos.
