Art. 10. Autorízase igualmente al Poder Ejecutivo para que, en los mismos términos i con las mismas condiciones de la presente lei, pueda contratar el ferrocarril que partiendo de Santamarta venga a cualquier punto de la orilla del Magdalena, o a alguna de sus ciénagas, siempre que su valor no exceda de tres millones de pesos.
