Son indispensables para recibir esta recompensa, las dos condiciones siguientes:

1.ª Obtener del Estado soberano de Bolívar, propietario del canal, i conforme a sus leyes, el derecho de ejecutar las obras que son necesarias;

2.ª Ejecutar esas obras a satisfaccion del Gobierno de dicho Estado i del Gobierno jeneral.
