El artículo 4º de la ley 1º de 1937, quedará así:

Desde la vigencia de la presente ley no serán válidos los contratos de compraventa que tengan por objeto frustrados de exportación, no las prórrogas de los existentes que se acuerden par un plazo mayor de dos años y que no consten por escrito. Pero el Gobierno queda facultado para permitir la celebración y prórroga de tales contratos por términos mayores de dos años, cuando esto no sea necesario, a juicio del Gobierno, para adelantar campañas de sanidad vegetal.
