Art. 1º. Autorízase al Gobierno para que compre los derechos que el Departamento del Cauca poseé en el "Ferrocarril del Cauca" adquiridos conforme al contrato de cesión celebrado el día 9 de Diciembre de 1885 entre el Gobierno nacional y el Sr. Sergio Arboleda, como representante del extinguido Estado del Cauca.
