La Condecoración de la Orden "Del Mérito Aeronáutico Antonio Ricaurte" se conferirá preferencialmente al personal de la Fuerza Aérea Colombiana; sin embargo, podrá conferirse al personal de otras Fuerzas, siempre y cuando haya prestado servicios meritorios a la Fuerza Aérea que lo haga acreedor a este alto honor.
