Las Secretarías de Medio Ambiente de las entidades territoriales del orden departamental y municipal, en armonía con el plan nacional de restauración de manglares del que trata el artículo 8°, impulsarán y promoverán con las organizaciones de comunidades locales campesinas, indígenas, raizales y negras la formulación y presentación de proyectos dirigidos a la conservación, restauración y aprovechamiento sostenible de manglares en las diferentes convocatorias dirigidas por el Ministerio del Medio Ambiente y Desarrollo Sostenible
