Facúltase al Gobierno para mantener los gravámenes aduaneros a las tasas actualmente vigentes, sin las rebajas establecidas en esta Ley, respecto de las mercancías provenientes u originarias de aquellos países que no dan facilidades al comercio de importación de productos colombianos.
