Art. 4º Las consultas que se hagan relativamente á la manera de interpretar y aplicar las leyes de los ramos administrativos, fiscal y militar, se resolverán por el Presidente de la República bajo su firma y la del Ministro respectivo. De la misma manera se dictará toda otra resolución de alguna importancia.
