Estarán bajo la vigilancia y control de las autoridades aduaneras dotas las personas que obren como agentes de recibo de mercancía sujeta a derechos, o que se ocupen en su manejo o transporte dentro de las zonas aduaneras, o llevándola o sacándola de ellas, lo mismo que todas las embarcaciones y vehículos que se empleen en estas operaciones.
