Por la naturaleza de la entidad adscrita al Ministerio de Defensa Nacional y por los fines que ésta desarrolla en relación con el servicio público de la seguridad nacional sus empleados y trabajadores no pertenecen a la carrera administrativa ni podrán sindicalizarse; no obstante lo cual, en el escogimiento de los candidatos para integrar dicho personal prevalece el sistema de selección por méritos, aptitudes o integridad moral.
