º Mientras no se levante el aplazamiento ordenado en el presente Decreto, y de conformidad con lo dispuesto en el artículo 1º del Decreto legislativo número 2370 de 1938, la Contraloría General de la República no podrá refrendar giros ni constituír reservas sobre las apropiaciones o la parte de ellas señaladas en el artículo anterior. Tampoco podrá la Contraloría expedir certificados sobre la existencia de saldos en dichas apropiaciones, con destino a la apertura de créditos o la realización de traslados.
