El ordinal b) y el inciso último del artículo 34 de la Ley 1º de 1959, quedarán así: "b) Pagar por cuenta del Gobierno a los productores a quienes compre su oro, bien cubriendo la totalidad de su valor en moneda nacional, o parte de éste en moneda extranjera, una prima con imputación a la cuenta especial de cambios. Los reglamentos que en desarrollo de este artículo dicte el Banco de la República, deberán ser sometidos a la aprobación del Gobierno".
