En el caso de la suspensión provisional de una o varias partidas del Presupuesto de Rentas, el Gobierno aplazará apropiaciones para gastos de fomento, por un monto igual al de las rentas suspendidas. Si la suspensión fuere de una o varias partidas de apropiaciones, el Gobierno se abstendrá de afectarlas o de efectuar el gasto correspondiente, mientras no se decida definitivamente el litigio.
