Art. 14. Los Alcaldes, Personeros, Jueces municipales y del Circuito y demás funcionarios ó empleados públicos que por malicia o descuido dejaren de cumplir cualquiera de los deberes que esta Ley les señala, además de incurrir en las responsabilidades ordinarias, serán castigados con una multa de cincuenta á quinientos pesos.
