º Modifícase el artículo 4º del Decreto número 397 de 1994, el cual quedará así: " Articulo 4° ENCUESTAS . El día de las elecciones solamente se podrán difundir los resultados de encuestas electorales después del cierre de la votación. En materia de encuestas se aplicará lo establecido en las disposiciones legales vigentes, y en especial las que al efecto expida el Consejo Nacional Electoral.
