Esta suma será incluido por partes iguales en los Presupuestos de las dos próximas vigencias, y en caso de no hacerlo, el Gobierno Nacional queda ampliamente facultado para hacer las apropiaciones y traslados correspondientes, con la finalidad de hacer efectiva la presente Ley.
