La Dirección General de Higiene tendrá las Funciones y atribuciones que las leyes señalan a la Junta central de Higiene. Las disposiciones que el Director Nacional de Higiene dicte en uso de sus atribuciones son actos oficiales obligatorios que las autoridades deben cumplir y hacer cumplir.
