Queda autorizado el Gobierno para ceder al Departamento del Magdalena los productos del ferrocarril de Santa Marta bajo la condición expresa de que esos productos sean invertidos en las obras públicas que el Gobierno Nacional, de acuerdo con el Departamental, determinen, y que las inversiones sean hechas bajo el control directo del Gobierno Nacional.
