Para compensar, dentro del kilometraje total que fija la Ley 88 de 1931 , el aumento que trae consigo la nacionalización de las vías citadas en el artículo anterior, podrá el Gobierno aplazar indefinidamente la construcción de aquellas carreteras que, a juicio del Consejo Nacional de Vías de Comunicación no sean de verdadera urgencia.
