Art. 2.° La Instrucción profesional se dará en las Facultades de Letras y Filosofía, de Derecho, de Matemáticas, de Medicina en todos sus ramos, de Ciencias naturales, de Minería y de Agricultura, establecidas ó que se establezcan en la capital de la República y en los Departamentos en donde hubiere personal docente y elementos suficientes para su creación y sostenimiento; y la secundaria en las Escuelas preparatorias de Letras y Filosofía, en las de Bellas Artes, y en las de Artes y Oficios.
