Ámbito de aplicación. El presente capítulo se aplica a toda persona natural o jurídica, nacional o extranjera, que se encuentre en el territorio nacional en forma permanente o transitoria, salvo las excepciones de ley, de conformidad con lo establecido en el artículo 3º de la Ley 1801 del 2016.
