ARTICULO 145. Selección objetiva de contratistas . La selección de los contratistas se hará mediante licitación, concurso público o cualquier otro procedimiento reglado de selección que reglamente el concejo y que garantice los principios de transparencia, economía, responsabilidad y selección objetiva dispuestos en el estatuto general de la contratación pública.
