o. La Primera Categoría es extraordinaria y se otorgará solamente en casos y por merecimientos verdaderamente excepcionales. La segunda categoría se otorgará por servicios eminentes a la causa de la educación o por actos muy distinguidos de abnegación y eficacia en el ejercicio del magisterio. La Tercera categoría se otorgará a los profesores y maestros que hayan ejercido cargos en la educación nacional durante veinte años consecutivos con competencia, consagración y conducta ejemplares.
