ARTICULO 86. FUNCIONES DE LA JUNTA DE LICITACIONES DEL MINISTERIO DE COMUNICACIONES EN RELACION CON LA ADJUDICACION DE LA CONCESION DEL SERVICIO DE TELEFONIA MOVIL CELULAR. La Junta de Licitaciones en cumplimiento de sus funciones conceptuará al Ministro de Comunicaciones acerca de los criterios y forma de evaluación de las propuestas que reúnan los requisitos exigidos por este Decreto. La Junta de Licitaciones estará presente en la totalidad de la audiencia pública de adjudicación y presentará sus recomendaciones en la oportunidad establecida en el presente Decreto, la cual no es vinculante para la decisión definitiva que adopte el Ministro de Comunicaciones.
