De las calidades del Secretario General. Para ser designado Secretario General se requiere tener título universitario en materia relacionada con los asuntos de competencia del Ministerio, o en Administración Pública, o poseer una experiencia equivalente y, en todo caso, acreditar experiencia administrativa no inferior a tres (3) años. Estas calidades deberán comprobarse ante el Secretario General de la Presidencia de la República.
