Los programas generales de compras de bienes muebles solo podrán ser modificados dos veces por creación o ampliación de un servicio, o por modificación de las apropiaciones destinadas a adquisición de bienes muebles, cuando éstas no resulten de una adición presupuestal. La limitación anterior no opera tratándose de atender las objeciones que formule la Dirección General del Presupuesto del Ministerio de Hacienda y Crédito Público.
