º Autorízase al Gobierno para que de los materiales y útiles del Ferrocarril del Pacifico que la Nación tiene o pueda tener para la venta, venda al Departamento de Caldas los que este necesita para su ferrocarril, sin que preceda pública subasta y sin necesidad de dictamen ni aprobación de otras autoridades.
