Condónanse las multas que a los responsables civiles o militares del Erario se les hayan impuesto de acuerdo con el artículo 15 de la lei 58 de 1874 (22 de junio). siempre que lo hayan sido por demora en la rendición de las cuentas, o que las hayan rendido dentro de los diez meses siguientes al restablecimiento del orden.
