Todas las personas naturales o jurídicas que tengan en su poder monedas de plata y certificados de plata están obligados a llevarlos al Banco de la República para que les sean cambiados a la par por billetes del mencionado Banco o por monedas fraccionarias de otro metal. Los que infrinjan esta disposición tendrán una multa igual a la cantidad retenida.
