º . Adiciónase el artículo 5º del Decreto 197 de 1995 con el siguiente literal: "d. Las declaraciones de importación presentadas por un usuario aduanero permanente a los bancos y demás entidades financieras autorizadas y entregadas a la Aduana o a los depósitos habilitados, bajo la modalidad de importación temporal para perfeccionamiento activo, en desarrollo del Sistema Especial de Importación-Exportación previsto en el artículo 172 del Decreto 444 de 1967, no estarán sujetas al cumplimiento de las normas relativas a precios oficiales, pago de derechos antidumping, compensatorios o medidas de salvaguardia".
