Los Departamentos no podrán establecer trabas al comercio de otras secciones del país por medio de gravámenes especiales impuestos a los Agentes de comercio por razón de su profesión. En los Departamentos donde exista esta clase de gravámenes se suspenderán en la forma siguiente: la mitad del gravamen en la próxima vigencia departamental y el resto en la siguiente vigencia.
