° Créase un Cuerpo de Policía que se llamará Gendarmería Nacional , del cual formarán parte integrante los de Policía y Gendarmería que existen en los Departamentos de la República. Dicho Cuerpo estará al mando de un Comandante general que residirá en esta Capital.
