Art. 10. Quedan en suspenso los efectos de las leyes y demás disposiciones contrarias á este Decreto, el cual empezará á regir desde su publicación en el Diario Oficial , excepto el artículo 7.º, cuya vigencia sólo comenzará el 1.º de Abril del año en curso.
