La Contribución de Desarrollo Municipal se liquidará y cobrará en la otra oportunidad en que el propietario o poseedor capte el beneficio de un mayor valor real del inmueble, bien sea por transferencia del dominio, gravamen hipotecario, mutación física o los demás susceptibles de inscripción en el registro de instrumentos públicos y por la celebración de nuevos contratos de arrendamiento.
