Modificase el artículo 305 de la Ley 79 de 1931, así: "Si aparte de los factores de que trata el artículo 303 de la Ley 79 de 1931 y después de agregar el porcientaje de excedencia permitida, resultare del aforo que el peso, medida o cantidad de la mercancía es mayor que lo declarado, se aplicará al exceso entre lo declarado y reconocido un recargo equivalente al doble de los derechos que correspondan a cada kilo de mercancía excedida, sin deducción ninguna."
