Vigencia. El presente Decreto rige a partir de la fecha de su publicación y deroga todas las disposiciones que le sean contrarias, en especial el artículo 4 y los artículos 11 al 33 inclusive, de la Ley 24 de 1981 y el artículo 7 del Decreto 2406 de 1989.
