La suma de que trata la presente ley, será forzosamente incluida en el Presupuesto de la próxima vigencia, y si así no se hiciere, el Gobierno queda facultado para hacer los traslados a que hubiere lugar, o abrir los créditos adicionales necesarios para darle efectividad y cumplimiento a este mandato legal.
